The first-in first-served policy currently guides how unallocated water is released to potential water users in Western Australia.
The Minister for Water has requested that this policy be reviewed to ensure its appropriateness as more water resources approach their allocation limit.
A discussion paper has been prepared to encourage input from interested parties on the alternative mechanisms proposed for allocating water entitlements. Click here to view the discussion paper .

The following principles were used to guide the development of alternative mechanisms:
- Efficient allocation of scarce resources to highest value uses
- Efficient use of water
- Transparency, fairness and equity in the allocation process
- Support the operation of markets to efficiently distribute scarce resources
- Cost of implementation should be minimised
The Department of Water welcomes comments from all interested parties. Submissions will be received between September 19 and October 28, 2011.
